This is one of those classic Taco Bell talking chihuahua plushies from the late 90s. It's still in the original plastic packaging, so it's never been played with. These were everywhere back in the day and they're a fun little piece of nostalgia. It's the version wearing a white shirt, and it's meant to say one of the famous catchphrases when you squeeze it.
