This is a classic Cabbage Patch Kids Cutie, and it's dressed up in a super cute orange and purple tiger-striped cat outfit. It has that iconic Cabbage Patch face with brown eyes and a little pink nose painted on to match the costume. The hood is even detailed with little purple ears.
